TANF Negotiator

 

The Ely Shoshone Tribe is seeking proposals from qualified individuals to negotiate on behalf of the Northeastern Nevada Tribal TANF Consortium (NNTTC) for TANF (Temporary Assistance for Needy Families) funds.

 

BACKGROUND:  The Northeastern Nevada TANF Consortium was established in 2011 by Resolution from each of nine Tribes or Bands in Northeastern Nevada (Ely Shoshone Tribe, Duckwater Shoshone Tribe, Confederated Tribes of Goshute, Elko Band, Wells Band, South Fork Band, Battle Mountain Band, Duck Valley Sho-Pai Tribe and Temoke Tribe). The Ely Shoshone Tribe is the lead Tribal Agency over the NNTTC.

 

Due to the area covered by the nine participating tribes, the negotiations are taking place with three different states: Nevada, Utah and Idaho. The process for negotiations with each state for the TANF funds began in 2012 with a Letter of Intent to each State informing that State that the NNTTC would like to enter into negotiations for funding for the NNTTC program.

 

Negotiations must take place with multiple states. Negotiations with Nevada, Utah, and Idaho have begun and the NNTTC is in the middle of the process with each State.

 

EXPECTATIONS AND SCOPE OF WORK FOR NEGOTIATOR:

 

The negotiator is expected to handle all aspects of the negotiation with each State which includes but is not limited to:

  • Setting up the negotiation dates with each state;
  • Conduct side meetings with each state to obtain more information, and to increase the negotiated for dollars, if needed;
  • Working with the appropriate Federal agencies as needed;
  • Meeting with each state and presenting all relevant information for the negotiation of how the dollars amount was established;
  • To negotiate for the highest dollar amount possible;
  • Present back-up documentation in negotiation supporting the NNTTC’s figures and how those figures were obtained;
  • Working directly with the Ely Shoshone Tribe Chairman on the final negotiation date;
  • Reporting on a monthly basis by written format to the Ely Shoshone Tribal Council as to how the negotiations are moving forward and any problems encountered.
  • All other aspects associated with the TANF negotiations.

 

CONTRACT TERM: The term of the contract shall begin immediately and commence when the funding for the NNTTC dollars are finalized with each state. Time is of the essence for the NNTTC. Unnecessary delay is unacceptable. The selected Negotiator will not be an employee of the Ely Shoshone Tribe. All negotiations are to be completed within five (5) months or less.

 

MINIMUM REQUIREMENTS:

  • Must possess a bachelor’s degree in Business.
  • Prior experience negotiating for Federal or state funding.

 

 

 

 

 

  • Provide a list of names and addresses address of two agencies that the Negotiator has successfully negotiated funds for.
  • Comprehensive knowledge of the TANF program, its limitations, requirements, and procedures.
  • Provide a list of all Tribal Agencies, if any, that the Negotiator has negotiated for.
  • Must be familiar with Tribal Government.

 

Due to the nature of the negotiations, and the fact that the three individual states are being negotiated with, a submitted proposal must address costs associated with travel to and from all negotiations. The typical costs might include, but are not limited to airfare, vehicle mileage, hotel reservations, rental cars, meals, etc. All proposals must include a firm statement of total costs associated with completing the TANF negotiations. All proposals must also specifically address the expected professional fee the Negotiator is requesting.

Additional costs and professional fees will not be considered once proposal has been accepted.

 

SUBMISSION OF PROPOSALS: Proposals should be submitted to the Ely Shoshone Tribe, 16 Shoshone Tribe, Ely, Nevada 89301 no later than September 28, 2012 by 4:30 p.m., PDT.

 

Only hard-copy proposals will be accepted. Proposals which are faxed or emailed will not be considered.
